Deputy Chief Executive Officer / Chief Risk Officer

Ms. Xianghong Lu is the Chief Risk Officer and Deputy CEO of the Credit Guarantee and Investment Facility (CGIF). Prior to joining CGIF, Ms. Lu built a distinguished career at the Export-Import Bank of China (CEXIM), where she served as Deputy General Manager of the Credit Review and Approval Department at Headquarters. She has also served as Assistant President of CEXIM’s Paris Branch.

Ms. Lu brings over 30 years of experience in banking and risk management, with deep expertise in credit risk, risk governance, portfolio management, and international finance. Her professional background spans corporate banking, credit review and approval, policy research, and risk management across diverse industries and markets, including leading cross-border financing activities while strengthening risk and internal control frameworks in line with international regulatory standards.

Ms. Lu holds an EMBA from Ecole des Hautes Etudes Commciales de Paris, an MBA in Finance from Inner Mongolia University, a bachelor’s degree in English from Inner Mongolia Polytechnic University and was a Visiting Scholar in Finance at the University of Illinois, USA.
